Ok, took a look with procmon and did some more research - here's what I can tell you. I was wrong - it looks like file extraction happens to C:\Windows\Installer, not %TEMP%. So that would explain your C: drive access. The Windows Installer does access the temp directory. Not entirely sure why, but ...

There will never be a MP version of the original Black Shades. The code is entirely designed around a single-player game and resists change.
Not that I wouldn't love to play a MP game of Black Shades. I'm sure if we ever got around to BS2, there would be some kind of MP component.
