I sure hope that you see that the blog post you give to us is from December 16th, 2006 made by David Rosen.
And i hope you see that the other link you give to us is made by Johannes (he is the same guy who is working on SUM launcher and SUM utility) but he's not part of the Wolfire team, he's just a forum member who knows something about mod's and how to make them. So this other link is just a regular forum member trying to make a mod to Lugaru (not to be confused with Lugaru 2 because this project was pretty much canceled as you can see from here
